Turning Vision into Reality: How OSLN Supports Educational Transformation

Every so often, a report comes along that doesn’t tell us something entirely new; it simply puts words to what we have long believed. Students learn best when learning is meaningful, connected, and focused on preparing them for the future.
In May 2026, Battelle Education and XQ, a nationally recognized leader in educational innovation, engaged educators, leaders, and partners in conversations about what learning must look like to prepare students for success in a rapidly changing world. The discussions focused on real-world problem-solving, student agency, career-connected learning, durable skills, and meaningful pathways to college and careers.
A shared vision for the future
Many of the ideas highlighted throughout these conversations would sound familiar to schools engaged with the Ohio STEM Learning Network (OSLN).
As a public-private partnership between Battelle Education and the Ohio Department of Education and Workforce (DEW), OSLN has long championed learning experiences that empower students to solve authentic problems, engage with their communities, explore career possibilities, and take ownership of their learning. These same themes are reflected throughout XQ’s report, The Future is High School in Ohio.
The report outlines ten policy actions designed to help create more relevant, engaging, and future-focused learning experiences. Ohio already demonstrates significant progress in several areas. The state’s policies supporting mastery-based credit, access to postsecondary coursework, internships, apprenticeships, and work-based learning provide a strong foundation for innovation. At the same time, the report identifies opportunities to further strengthen education through clearer graduate competencies, expanded professional learning, community-driven redesign efforts, and new approaches to measuring student success. Taken together, the recommendations paint a compelling picture of what education could become: learning that values mastery over seat time, emphasizes real-world application, develops durable skills, and prepares students for success in college, careers, and life.
It is an inspiring vision.
But vision alone does not transform schools.
Ohio has more than a vision
Fortunately, Ohio has something many states are still working to develop: a comprehensive implementation framework.
The Ohio Quality Model for STEM and STEAM Education provides a framework for what high-quality teaching and learning should look like in practice. Updated in December 2025 through a partnership between the Ohio Department of Education and Workforce and OSLN, the Quality Model emphasizes inquiry, innovation, authentic learning, personalized pathways, career-connected experiences, and strong community partnerships. It encourages schools to create environments where students engage in meaningful challenges, collaborate with others, connect learning to future careers, and develop the knowledge and skills needed to thrive in a changing world.
Interestingly, many of the priorities identified by XQ align closely with the principles already embedded throughout the Quality Model.
Both call for a shift toward student-centered learning. Both emphasize authentic experiences, community partnerships, competency development, workforce readiness, and learning that extends beyond the walls of the classroom. Both recognize that student success is about preparing learners to navigate complex problems, contribute to their communities, and succeed in whatever path they choose after graduation.
XQ provides a vision for what’s possible, while the Ohio Quality Model provides a framework for making it happen.

Where OSLN comes in
Even the strongest vision and the best framework require support to become reality.
Educators need practical tools. School leaders need implementation strategies. Districts need guidance. Community partners need ways to engage. Sustainable transformation requires more than inspiration. It requires ongoing support.

Every OSLN program, service, and initiative is grounded in the Ohio Quality Model for STEM and STEAM Education. Whether supporting STEM and STEAM designation, facilitating professional learning, connecting schools with industry and higher education partners, promoting career-connected learning, or helping educators implement innovative instructional practices, OSLN’s work is designed to help schools move from ideas to action.
The goal is not simply to add another program or initiative. The goal is to help schools create cultures where inquiry drives learning, partnerships enrich experiences, innovation flourishes, and every student has opportunities to develop the knowledge, skills, and confidence needed for future success.
