Budget: Computer Science Teacher Licensure Waiver Enacted

Ohio just protected access to computer science for many students. The state budget bill (HB 96) includes language that permanently extends the computer science teacher licensure waiver—removing the June 30, 2025 sunset date that had some districts concerned about their ability to continue offering computer science courses.

The budget bill, including the extension of computer science licensure waivers, was signed into law by Governor Mike DeWine last night. 

What this means for Ohio schools

Kelly SQUARESince 2019, Ohio has allowed any licensed K-12 teacher to teach computer science courses after completing an approved professional development. This flexibility has been crucial for schools working to build their computer science education programs while teachers pursue computer science licensure. Flexibility matters most for rural districts and schools without dedicated computer science teachers.

The extension (Ohio Revised Code Section 3313.6033) maintains these key provisions throughout this budget:

  • Any teacher with a valid Ohio educator license (grades K-12) can teach computer science under these requirements:
    • Complete professional development approved by their superintendent or principal that provides content knowledge specific to the course they’ll teach
    • The professional development must have been completed within the past five years
    • Completion of an updated waiver form (See the version released in 2023, which may change)

This policy change recognizes a critical reality: Waiting for every school to have fully licensed computer science teachers would mean many Ohio students miss out on these essential skills. By empowering motivated teachers from all backgrounds to add computer science to their teaching repertoire—with appropriate training—more students can gain access to the computer science skills critical for today’s workforce.
